Short answer: In most of Sarasota, the utility is responsible for the water main and the line up to its meter, and the homeowner is responsible for the water line from the meter to the house. Sarasota County officials said in July 2026 that repairs and leak detection on private property are the owner's job. Water rising inside the meter box should be reported to the utility first.
A leak in the yard raises a fast, stressful question: whose pipe is it? The answer decides who pays and who you call. For most homes in Sarasota and nearby towns, the dividing point is the water meter. If the leak is on your side, a local pro can find and fix it. This is general information, not legal advice. Each utility sets its own rules, so check yours if you're unsure.
Who is responsible for the water line from the street to the house?
Ownership is usually split into three parts. The utility owns the water main in the street and the short pipe from the main to its meter. The owner owns everything after the meter.
| Part of the system | Typical owner | What it includes |
|---|---|---|
| Water main | Utility | The large pipe under the street that feeds many homes |
| Utility service connection | Utility | The tap on the main, the pipe to the meter, the curb stop |
| Water meter | Utility | The meter and the connection on the utility's side |
| Customer service line | Owner | The pipe from the meter outlet to the house |
| Main shut-off valve | Owner | The house valve where the line enters |
| Indoor plumbing | Owner | All pipes, fixtures and appliances inside |
| Irrigation system | Owner | Sprinkler lines, valves and backflow device |
The meter box often holds both sides. The meter itself and the pipe coming in from the street belong to the utility. The fitting on the house side of the meter is where the customer side starts.
What Sarasota County says
Sarasota County's FAQ on water leaks and breaks explains how its crews work. Staff called runners check reported leaks, decide whether a problem is the county's or the customer's, and assign each leak a priority. The county says it oversees more than 104,000 service lines and over 1,400 miles of water mains.
In July 2026, a Sarasota family disputed a $600 water bill. County officials told ABC7 Sarasota that customers are notified when usage is unusually high and that repairs and leak detection on private property are the homeowner's responsibility.

Call (941) 541-0938How do I know which side the leak is on?
You can often tell in a few minutes.
- Look in the meter box. If water is rising inside the box or around the street-side pipe, it may be the utility's side. Report it to your utility.
- Close your main shut-off. Find the valve where the line enters the house and close it.
- Watch the meter. If the flow indicator still moves, water is leaving between the meter and your shut-off. That's your service line.
- Shut off irrigation too. If the meter stops only when irrigation is off, the leak is in the sprinkler system.
- Look for clues. A soggy strip between the meter and the house points to your service line.
If you're not sure, a pro can run an isolation test. Read the signs of a water service line leak for more clues.
City of Sarasota vs. Sarasota County customers
Your utility depends on where you live. Homes inside the City of Sarasota are usually served by City of Sarasota Utilities. Much of the unincorporated county is served by Sarasota County Public Utilities. Other cities, such as Venice and North Port, may run their own systems.
The City of Sarasota asks residents to report leaks they see in the street, at manholes, hydrants, meter boxes or backflow devices. Sarasota County takes reports through its customer contact center. In both cases, the utility checks its side. If the leak is on yours, it's yours to fix.
Do I need permission to repair my own service line?
You don't need the utility's permission to fix the owner's side. But Florida law treats water line repair as plumbing contractor work, and a full line replacement usually needs a permit. Ask the provider for a license number and check it on the state DBPR license search.
Digging needs care too. Florida law requires a call to Sunshine 811 before you dig so other buried lines can be marked.
What about lead and the service line inventory?
Federal rules under 40 CFR § 141.84 require every water system to keep a service line inventory. It must include all service lines connected to the public system, regardless of who owns them. That means it covers both the utility's part and the customer's part. Water systems must also replace lead lines within a set number of years.
Sarasota County has asked owners to self-report the material of their privately owned service line. If your utility asks, it helps to know what your pipe is made of. Look where the line enters the house. Copper is reddish-brown, galvanized steel is dull gray with threads, and plastic is white, blue, black or gray.
Who pays when the utility damages my line?
If utility crews damage your side during their own repair, ask the utility how to report it. Keep photos and dates. If a contractor hits your line while digging, the contractor's insurance may be involved. These cases depend on the facts, so ask the utility or your insurer.
How to avoid service line trouble
- Know where your line runs. A pro can locate and mark it. Note it before planting trees or adding pavers.
- Keep the meter box clear. Don't bury it under mulch or block it with plants.
- Read your meter monthly. Compare readings to catch slow leaks.
- Find your main shut-off. Test that it turns.
- Replace failing pipe before it breaks. Old polybutylene or galvanized lines are worth replacing on your schedule, not the pipe's.
Local note: owners in North Port often have long service lines from the street, so knowing the path matters. In Venice, older homes near the historic districts may still have galvanized lines that are due for replacement. On Longboat Key, the county line runs through the island, so check which utility serves you.

When should you call a water line professional?
Call a pro when:
- The meter keeps moving with your main shut-off closed
- Water is surfacing in the yard between the meter and the house
- Your water pressure has dropped across the whole house
- The utility has checked and says the leak is on your side
- You want to replace an old line before it fails

Call (941) 541-0938Frequently asked questions
Is the water meter the homeowner's responsibility?
In most utilities, the meter belongs to the utility. The homeowner is responsible for the pipe that starts at the house side of the meter.
What if the leak is under the sidewalk?
It depends on whether the leak is before or after the meter. Use the meter test with your main closed, or ask the utility to check its side.
Will the utility fix my side for a fee?
Most utilities don't repair private lines. They will tell you whether the leak is theirs and leave the owner's side to the owner.
Can I get a credit on a high bill from a leak?
Some utilities offer leak adjustments after a repair. Rules differ, so ask your utility what it requires.
